Context and objectives of the study
Each year, the Charlevoix region welcomes a large number of visitors drawn by its mountain ranges, year-round tourism offerings, and gastronomy. However, the spatial distribution of attractions, marked seasonality, and dependence on automobiles pose considerable challenges to making it a tourist destination accessible via sustainable mobility.
This study aims first to assess mobility supply and demand across all modes and seasons to better understand the needs and behaviors of tourist groups. It also enables the proposal of various service and infrastructure scenarios, such as shuttles, feeder services, and intermodal and micromobility solutions.
In addition, this study focuses on improving multimodal information as well as potential avenues for funding and ensuring the long-term viability of projects. It assesses the technical, financial, and operational feasibility of these scenarios. Finally, it enables the development of a phased, costed action plan, accompanied by a governance and monitoring framework to measure the impacts in terms of attractiveness, project effectiveness, user satisfaction, and usage levels.
Transamo’s mandates
Phase 1 – Launch
• Definition of objectives and scope.
• Identification and classification of stakeholders (influence/interest matrix).
• Risk assessment (data availability, sampling rate).
• Structuring of the project organization chart and kickoff meeting.
Phase 2 – Diagnosis and Surveys
2.1 Collection and analysis of existing data
Review of previous studies and projects, inventory of pilot projects/initiatives, summary, and list of missing data.
2.2 Analysis of mobility options
• Inventory of local public transit services (routes, stops, frequencies, geospatial data).
• Mobility services provided by the tourism industry and employers (e.g., shuttles, employee transportation).
• Parking: types, rules, costs, occupancy rates.
• Interactive mapping of services (Felt).
• Monitoring of best practices in tourism mobility (Quebec/Canada/International).
2.3 Demand analysis
• Customer segmentation (origin, length of stay, modes of travel, activities, season, profiles).
• Visitor surveys conducted over two periods.
• 10 interviews with trip generators.
• Analysis of results and diagnostic report.
Phase 3 – Proposal for a mobility project model – In progress
• Identification of projects: Public transit (new lines/shuttles), shared services (bike-sharing, car-sharing, carpooling), active modes, MaaS solutions/traveler information.
• Preliminary feasibility analysis (technical/financial) and 5-year viability assessment (projected ridership, funding model, ROI, etc.).
• Desirability test: online consultation with consenting respondents.
• Recommendations and action plan (operational roadmap).
Governance
The project is led by Transamo Canada, in partnership with Coop Carbone, on behalf of Tourisme Charlevoix Our team conducted fieldwork (site visits, surveys, observations) to meet with key stakeholders and holds meetings with the client throughout the study’s phases.
